In July 2026, a Dallas County jury delivered a $604 million advisory verdict stemming from a fatal trucking crash that killed three people. That same jury handed 23% of the fault to the broker. And, according to the National Highway Traffic Safety Administration (NHTSA), traffic crashes involving large trucks killed 5,340 people in 2024.
Fleet safety is a critical, fundamental operational function that saves lives and protects the organization against legal exposure. Safety failures affect organizations in more ways than liability. Collisions lead to employee injuries, delays, lost productivity, and damaged customer or community relationships. And then there’s disruption, downtime, plus the extra operational costs that weren’t in the original budget.
Whatever reason brought you to this guide, welcome. Here, we’ll explore what fleet safety is and how to build a strong fleet safety program. We’ll also cover available certification options for fleets and drivers, and the role technologies such as AI dashcams and telematics play.
Let’s define fleet safety so we start on the same page.
Fleet safety refers to the policies, practices, procedures, staff training, driver coaching, vehicle health strategies, and fleet technologies that reduce an organization’s vehicle-related risk. At its most basic level, fleet safety helps drivers arrive at every destination and field technicians operate the vehicle without injury or incident.
But in practice, fleet safety is about more than safe driving. A formal, well-designed fleet safety program provides the structure needed to protect drivers, control costs, and maintain compliance.
These programs influence who gets hired, especially now that hiring itself is a liability factor. How are vehicles maintained? Are drivers being trained effectively? How do their managers measure safe driving? And when there’s an incident, what tools and systems are in place to investigate?
Consider two organizations operating similar vehicle fleets:
When one of its drivers makes a split-second decision, Org. 1 has already invested in reducing that driver’s risk. That driver is qualified, with a documented history of safe performance. The vehicle is well maintained. And the on-board telematics are monitoring vehicle health and performance, as well as the driver’s response. That’s why fleet safety programs exist: to create systems that prevent incidents.
If there's an incident, Org. 1 will also be able to recreate the event, and either exonerate its driver or coach appropriately. But Org. 2, which relies on driver experience and common sense, has left itself open to liability if that driver makes a wrong decision or can’t prove that the fault isn’t theirs.
Strong fleet safety programs prevent accidents. They also help reduce liability, support regulatory compliance, improve driver retention, and often lower long-term operating costs. Org. 1 has a strong safety program. Org. 2 does not.
A strong fleet safety program is an ongoing system that reduces risk, starting the moment each driver is hired and each vehicle is added. That organization is already actively and methodically preventing incidents before there’s even a whiff of danger in the air. Following procedures and prioritizing fleet safety are as natural as breathing air.
Every fleet has unique needs but in general, fleet safety programs share certain components and characteristics, including demonstrated leadership support for safety initiatives, as well as clear fleet safety policies and procedures.
Strong programs also follow the same basic framework, otherwise known as the five core elements, which we’ll cover next.
Accidents happen, regardless of how strong an organization’s fleet safety program is. But how an organization responds after an incident is critical.
The moments immediately after a crash impact the fleet driver’s well-being as well as the organization’s insurance costs and liability exposure. And that makes clear accident-reporting procedures and response protocols a core component.
Including telematics data and video footage captured by the vehicle’s dashcam makes reviews more informative than relying on witness statements alone. Data, combined with footage, provides greater context to understand what happened. That means more insight to improve training programs and procedures to reduce the likelihood of a repeat incident.
Hiring is any fleet’s first opportunity to improve its fleet safety. Feeling the pressure to fill empty driver roles naturally leads to rushed hiring and lower standards. But doing so increases the risk of hiring unsafe drivers and therefore, increases risk itself. Once a driver is hired, the pressure to retain that driver means that increased risk factor stands a good chance of staying on board for years.

Effective fleet safety programs:
Rush equals risk. If having higher standards for hiring safer drivers means lengthening the recruitment process, doing so also reduces the risk of accidents, incidents, violations, insurance costs, and liability exposure. In short, in the long run, that extra time for the extra check saves a lot of money and disruption.
An employee using their own personal vehicle for company business creates non-owned vehicle exposure. Which means that if they’re in an accident, injured third parties can sue that employee’s organization. This includes for customer visits, making deliveries and traveling from jobsite to jobsite. And should be included in any fleet safety program.
During the CVSA 2025 International Roadcheck, which focused on brakes, law enforcement officers placed 10,148 commercial motor vehicles out of service (OOS).
A blown tire or failed brake system will make its own decisions for how the vehicle moves. And even the safest drivers can’t do much about it. Vehicle mechanical failures are a risk, which makes preventing them a foundation component of any strong fleet safety program.
Proper inspections and effective vehicle maintenance are more than a good idea. They’re also required.
The Department of Transportation (DOT) § 396.3 Inspection, repair, and maintenance regulation states, “Every motor carrier and intermodal equipment provider must systematically inspect, repair, and maintain, or cause to be systematically inspected, repaired, and maintained, all motor vehicles and intermodal equipment subject to its control.”
This regulation also specifies requirements for documentation and proof of compliance, both of which are necessary for ensuring fleet safety.

Imagine you're driving a service truck on a sunny afternoon. Traffic is moving smoothly. Road conditions are excellent. And visibility is clear. Altogether, those driving conditions make maintaining a three-second gap between your vehicle and the one ahead easier. And typically, you’d have enough time to recognize and react to a hazard safely. The vehicle ahead of you hits its brakes, you have time to hit yours and avoid rear-ending them.

The DOT establishes vehicle safety standards to keep commercial vehicles safe for operation. And DOT standards are strict. Just repairing vehicle defects and mechanical issues won’t cut it. Compliant fleets need processes for driver qualification, hours-of-service (HoS) management, recording keeping, and drug and alcohol testing. The differences are subtle but the approaches are not always identical. For example, addressing fleetwide speeding behavior is considered fleet safety because the goal is to prevent accidents.
