You have run this cycle before. A rep demos a clean interface, quotes a per-truck price and promises a two-hour install. Eighteen months later your team is building workarounds, and your drivers have opinions about the app.
2026 raised the cost of HOS violations significantly. At this year’s International Roadcheck, hours-of-service violations ranked as the second most common reason inspectors placed a driver out of service. The ELD mandate turns 10 next year and enforcement has matured with it. Seven criteria separate the systems that hold up from the ones that quietly cost you.
1. Registration status changes, so verify it twice
The Federal Motor Carrier Safety Administration (FMCSA) does not test or approve ELDs before they reach the market. Providers self-certify that a device meets the technical specification in Title 49 CFR Part 395, Appendix A, and FMCSA publishes it on the registered devices list.
The pace matters. FMCSA has moved 79 devices to the revoked list since January 2025, including 12 in a single bulletin. Each removal starts a 60-day clock. Drivers run paper logs through that window, and after the deadline an officer cites the driver under 49 CFR 395.22(a) for failing to use a registered ELD and places the truck out of service.
Open the registered devices list on the day you build your shortlist, search by device name and ELD identifier, then check it again before you sign. Ask each ELD provider how long the ELD device has held registration and whether anything in their catalog has ever landed on the revoked list.
2. Where the hours data comes from
Every registered ELD records duty status and provides baseline HOS tracking. The difference sits in where the drive time originates.
A phone app or a plug-in dongle infers movement from GPS tracking and power. A telematics control unit (TCU) wired to the engine control module (ECM) reads engine power status, motion, odometer and engine hours from the source the regulation names. Auditors reconstruct the day from those same values, which is why the data source decides how a DOT audit goes.

4. Drivers decide whether it works
A compliance system fails in the cab first. Drivers who fight the interface log late, log wrong or stop logging, and your compliance manager spends the week cleaning up entries.
Put the driver app in front of two of your drivers before you buy, including your least patient one. Watch for three things:

5. Malfunctions run on a clock
Hardware fails. The regulation assumes it will and writes the procedure. Under 49 CFR 395.34, the driver gives the carrier written notice within 24 hours, reconstructs the record of duty status (RODS) for the current day and the previous seven days on graph-grid paper and keeps paper logs until the device works. The carrier gets eight days to correct, repair, replace or service the device, with a five-day extension available by written request.
Eight days moves fast when nobody knows the device failed. Ask what the back office sees the moment a unit stops reporting. 6. Install and decommission cost more than the sticker

7. The bench behind ELD solutions
Hours of service regulations shift and move over time. States write intrastate variations, exemptions shift and Canada runs Cycle 1 and Cycle 2, so a fleet crossing the border operates under both regimes at once.
